Safety First: AMSA Bans Container Ship 'Big Lilly' from Australian Waters

In a resolute move to uphold maritime safety and environmental integrity, the Australian Maritime Safety Authority (AMSA) has taken decisive action against the Marshall Island-flagged container ship, 'Big Lilly.' Here's the latest:

1. Safety and Maintenance Concerns:

AMSA's stringent port State control (PSC) inspection in Melbourne uncovered severe safety and maintenance issues plaguing the vessel. Defects related to cargo hatches, the main engine, and safety equipment raised serious concerns.

2. Insufficient Support:

While the dedicated seafarers onboard had made efforts to maintain the ship, they appeared to lack the necessary support from the ship's management to ensure compliance with minimum international standards. This lack of support posed risks to both the seafarers' safety and the Australian coastal environment.

3. A Troubled History:

This isn't the first time 'Big Lilly' has come under scrutiny. In May, a prior detention revealed 23 serious deficiencies, seven of which warranted detention. Regrettably, not all of these issues were adequately addressed despite an agreed rectification plan.

4. Operator Accountability:

The ship's operator, V Ships Greece, has faced criticism for its performance, with a detention rate of 16%, compared to the 6% average for foreign vessels. Their identification as a poor-performing operator after the initial detention of 'Big Lilly' in June 2023 places the company on notice to improve compliance.

5. AMSA's Zero-Tolerance Stance:

AMSA's Executive Director of Operations, Michael Drake, emphasized the seriousness of poor maintenance in the maritime industry. He highlighted that V Ships Greece missed opportunities to bring the vessel up to required standards, endangering lives and the coastline. The ban sends a stern message: AMSA has a zero-tolerance approach to operators neglecting vessel maintenance.

6. A Strong Stance on Maritime Safety:

This marks the third banning for maintenance issues this year. AMSA's commitment to safety was underscored by a Marine Notice issued last year, providing clear guidance to vessel operators on planned maintenance. Maintaining vessels to meet minimum international standards is not an option—it's a necessity.
